Hall ARES was able to monitor every siren site except for the old Clermont location that we know is out of service. Below is a list of each site and our findings.

18 August 2010 Tornado Siren Test
Folks,
On 18 August, 2010 at 10:00 hours there will be a test of the Hall County tornado sirens. We need volunteers to physically go out to each site and report whether or not the sirens function properly. We need to cover all of these slots if possible. It is first come, first serve for dibs on particular locations. We already have a few slots covered as indicated below. I will be operating as net control from the Hall County EMA unless another of our EMA response team members would like that job and then I will fill a tower slot. Email me or post to our discussion group on the website to confirm your slot.

Bob, I saw a good article on NVIS at http://www.athensarc.org/nvis.asp ... I tried to post that link using "Submit a Web Link" and a blank page comes up with nothing but "Weather Warnings" on it. The layout of the whole page is screwy after that too. Anyway, back to the article, it is pretty good I think. |

I will see that you get a current roster with email addresses. You can use that along with whatever tools you want to impliment your Available Equipment List.
So, I also admit that I am a software developer. My primary experience is with GIS and integration with Outage. Metering, and Billing, but I have developed some Web Apps and Web Services in connection with this work.
So does that mean you can help with our online Skywarn Spotter Tool too? Bob will get you all hooked up as an administrator ASAP! See how I segwayed this into more work for Bob?!? I am sure Bob noticed his scroll just got thicker....
I am not sure if I have worked on a website like our ARES site because I don't yet know the architecture or development environment used, but I am a highly experienced Dot Net and J2EE programmer. ---------
If Bob could get me to working in Joomla, you should be making the site spit out tater chips and coffee pretty soon.
I could take a stab at developing a tool, deploy it, and do the training. --------- Do we need it?
Who cares if we need it? If it looks cool everyone else will want one! By all means, we need more bling!
Do we want it? Can we do it? What do we want to capture?
Capture? How about Elvis and the alians that kidnapped him. Or maybe put a real tornado in a bottle and take it down to those folks at NOAA so they can play with it. Or just help Bob and Brian with the Spotter Tool while you build our Equipment and Capabilities List.

LARC Repeaters down
Folks,
Both LARC Gainesville machines seem to be down. We have rolled back to the Baldwin 147.180 machine as our primary repeater till the problem gets corrected. We have offered to help them fix the problem within our abilities.
Please go to our frequencies section of the website to see all of our alternate frequencies. Our net tonight succeeded even in the midst of a repeater issue.

Our membership files have peoples station capabilities attached to their information. We have not really put it out there for each member but may be a good idea. Try to bring it up for discussion at a meeting also.
My station here at work has been approved as an ARRL Official Emergency Station and has all mode/all band capabilities. It has over a dozen batteries in the battery backup an two auxillary generators.
Hopefully we will have a station at the hospital soon and in a pinch we could probably get access to the station at the Chattahoochee Baptist Association. We do need to do a detailed evaluation of what our assets have. Do I sense you volunteering to compile a report? ;-)

Is there an inventory of resources? A database or spreadsheet showing who has HF, who can work digital VHF or HF, who has emergency power, a good antenna and base setup that could work simplex?
Resources that could be called upon in case the EOC station was inoperative for some reason?
Or who has "go kits"?
If there was a list or database it would help to quickly run down a list to call in operators with specific capabilities. Or it could expose vulnerabilities that we might need to work on.
Of course to be of use it would need to kept updated. Could something like that be put on the web?

Good tip. I actually keep a digital voice recorder in my bugout kit in the event I feel the need to keep a permanent record of any emergency traffic. That is a good idea.
When I first started playing with FL-digi I got the bright idea to load it on two computers and let them send data back and forth across the room. It works like a charm. I place each computer a few feet to several yards away from each other and just make sure the speakers and mics are turned on.
I thin send traffic from one machine to the other using acoustical coupling. Folks, that is a fancy term for letting the tones fly through the air instead of wires. I was able to really tweak my skills doing this. Especially with FLARQ. We are not officially using FLARQ right now but will eventually integrate it into our tools, especially for use between our major fixed stations.
If any of you other folks have any good tips for playing with FL-digi please post them up!

setup hint or tip for testing a NBEMS setup ....
I upgraded my NBEMS software to 2.13 ... and to test it I did the following ...
I fixed up a short test message in notepad. Sent it through Wrap.
I have voice recorder on my cell phone but any tape recorder or digital recorder will do.
Set the recorder to record mode - drop the wrapped file into fldigi - record the message send.
Now we have a recording we can use to test the receive setup of NBEMS.
Now play back this recording to see if fldigi is set up to capture automatically. Hopefully if everything is setup correctly the file will be waiting in the appropriate folder. This saves wating until the next training net to see if things are working.
Anyway this works for me. |

I dropped the ball. Now that the entire operation has been reviewed, it is obvious that I screwed up. I was not the only one that didn't pay full attention to the notice from the NWS but that is not a valid excuse. I apoologize for the mistake. One of our goals at ARES is to find someone qualified to take over and coordinate the Skywarn program. We have a person that we are working with toward that goal. Hopefully we will be closer to fully staffed at the management level soon which should help me from wearing too many hats and screwing up some of the jobs.

Leigh and William, I see it now. Duhhhh! I am so used to 10:00 am that it just didn't register or something. Apparently the early time suprised you also but I really appreciate the heads up when you realized the sirens were going off early. The siren here in town hadn't been running but a few seconds when your call came through. The fact that you thought of ARES/Skywarn immediately helps us feel appreciated. I started calling my operators based on distance from their location and giving them to option to opt out of deploying. Out of fourteen, only two persons took the out and one was driving from Cumming and was taking time off from work to participate. The rest of our people chose to continue. Some were already on station at 0910 and some were in route. Of the ones that missed their sirens, a few went into the facility closest to the siren and asked if it went off. A couple were not able to find anyone to confirm operation and I did not make my location at East Hall Stadium. I will try double hard not to make that mistake again. Even with the timing mistake we can still verify that many of the sirens went off. Ten out of fourteen are confirmed as functional. I have made a couple of phone calls and now have been added to a list that gives me direct updates and notices from the NWS. Apparently all Skywarn Coordiantors are supposed to be on this list but I didn't know it. I believe this is the point of drills, to find the holes in your operational plans and then fix them. We now have one more problem addressed. It should allow us to integrate ham radio and non hams into the program. It will allow the EMA and the NWS to monitor our reports in real tme even if we don't have a liason in the building. Correction: There will be NO All Clear Message issued to conclude the Warning at 0930.
On Wednesday, February 3, 2010 around 0910, the National Weather Service in Peachtree City, Georgia will conduct the annual Tornado drill in conjunction with Severe Weather Awareness Week. There will be NO Watch issued prior to the issuance of the test Tornado Warning. The test Tornado Warning will be issued under the product header of Routine Weekly Test (RWT). Those interested in participating in the drill, should assume a Watch is already in effect, and take whatever actions they would take if an actual Tornado Watch has been issued. The drill be be concluded at 0930. There will be NO All Clear Message issued to indicate the end of the drill.
The Tornado Warning will ONLY be issued via the NOAA Weather Radio (NWR), not long-line through any wire or satellite services.
GEMA, for your information, all NWS Offices with responsibility in Georgia, will be issuing the Test Tornado Warning as a RWT message via the NOAA Weather Radio only.
If there is inclement weather on the 3th, the alternate date for the Drill is Friday, February 5, 2010.
Also, the issuance of the RWT for the Tornado Drill will take the place of the Routine Weekly Test normally conducted every Wednesday on the NOAA Weather Radio.
